Atty. Edgar J. Baguio is a resident of Dipolog City since 1966 up to the present (in the Second Congressional District of this Province). He was born on January 12, 1948. He graduated elementary in 1962 as second honor and finished high school in 1966 as salutatorian. Atty. Baguio pursued college on his A.B. and law as consistent scholar. He graduated A.B. in 1966 and law in 1974 as Cum Laude. His deep involvement in various activities earned him an active student leader during College days. He was elected Governor and later on President of the Student Council, Head delegate to the National Convention of the Citizens National Electoral Assembly (CNEA) in 1971; likewise he was Head delegate to the National Student Conventions. He was an officer of the ROTC. He passed the 1974 Bar Examinations with an average rating of 81.3%. Atty. Baguio is extensively engaged in the practice of law profession since June, 1975 up to the present. He was a Parliamentarian of the Kiwanis Club International, Dipolog City Chapter in 1975-80, President of the Andres Bonifacio College Alumni Association in 1979-80, President of the Forum of Young Professionalism Zamboanga del Norte in 1986-88, President of the Integrated Bar of the Philippines, Zamboanga del Norte Chapter in 1987-88, Convenor/Member of the Mindanao Action to Remove Estrada/Erap (MARE) in the year 2000. He got involved in different religious positions such as: Grand Knight of the Knights of Columbus, Council No. 3374, Holy Rosary Cathedral, Dipolog City in 1994-1995; Majority Floor Leader of the Mindanao State Convention of the Knights of Columbus in April 1994; Member of the Parish Pastoral Council of Dipolog City in 1994-95; Head delegate to the Philippine Tri-State Convention of the Knights of Columbus in January 1995, in Pasay City; Convention Chairman of the First Diocesan-Knights of Columbus Convention in September 1995; Faithful Navigator, Knights of Columbus General Assembly CAN 1668, 1998-2000; Convention Chairman of Knights of Columbus Regional Convention in May 1999; he authored the accreditation of the D’Alert Network, Inc. as a Non-Governmental Organization (NGO) by the Province of Zamboanga del Norte and the City of Dipolog. He was Chapter President of D’Alert Network, Inc. in 1994-1995 and currently Legal Adviser; President, New Brotherhood Integrated Gun Club, Inc., 1998-1999; and active member of the Zamboanga del Norte Press Club from 1995 up to the present. He was elected as Provincial Board Member (province-wide election) in the January 18, 1988 local elections; Re-elected as Provincial Board Member (2nd District) in the May 11, 1992 elections; Re-elected as Provincial Board Member (2nd District) in the May 8, 1995 elections; Minority Floor Leader of the Sangguniang Panlalawigan of Zamboanga del Norte (1988-1998); Chairman of the Committee on City, Municipal and Barangay Affairs (1989-1998); Chairman of the Committee on Laws, Ordinances, Resolutions, Rules and Style (1989-1998); Authored several substantive Resolutions and Ordinances for economic development of Zamboanga del Norte (1988-1998); Consistent topnotcher in authorship of Provincial Resolutions and Ordinances (1988-1998); Proponent of the creation of the Dapitan-Dipolog-Katipunan-Roxas-Manukan Industrial Corridor (DDKRM); Authored the Provincial Investment and Incentives Code; and Legal Adviser of the Provincial Counselor’s League of Zamboanga del Norte. He is an environmentalist. He was chosen by the Sangguniang Panlalawigan as the Chairman of the Committee of the whole which investigated the sensational Biangon anomaly wherein he was featured in the Philippine Free Press in 1995. He delivered privilege speeches opposing the mining operations of Philex Gold Philippines in Sibutad and TVI at Canatuan, Zamboanga del Norte and denounced the mining claims of Multinational Mining Companies covering Zamboanga del Norte. |
