PROVINCIAL BUDGET OFFICE  

A.                  FUNCTIONAL STATEMENT

1.    Prepares forms, orders and circulars embodying instructions on budgetary and appropriation matters for the signature of the Governor.

2.    Reviews and consolidates the budget proposals of different departments and offices of the local government units.

3.      Assists the Governor in the preparation of the Province’s annual and supplemental budget if necessary, and during budget hearing.

4.     Studies and evaluates budgetary implications of proposed legislation and submit comments and recommendation thereon.

5.     Submit periodic budgetary reports to the Department of Budget and Management and other agencies as required.

6.     Coordinates with the Treasurer, Accountant and the Planning and Development Coordinator or the purpose of budgeting.

7.    Assists the Sanggunian concerned in reviewing the approved budget of component local government units of the province.

8.     Coordinates with the Provincial Planning and Development Office in the formulation of local government unit development plans.

9.     Extends assistance to Local Budget Officers on matters pertaining to budgeting.

10.    Certifies to the availability of appropriations on all expenditures embodied in the approved budget.

11.    As member of the Finance Committee, performs the following functions such as determining the income reasonably collectible for the ensuing year; recommends to the local chief executive the level of annual expenditures and ceiling of spending for general, social and economic services based on the approved development program; conducts semi-annual review of costs and accomplishments against performance standard applied in undertaking development projects.

12.    Exercise such other powers and performs such duties and functions as maybe prescribed by law-ordinance or as instructed by supervisors.

A.     OBJECTIVES

In pursuance with the provisions of Republic Act No. 7160, the office shall provide technical and staff services to the Chief Executive and other local officials on local government budgeting and other related matters for the realization of primary development goals, instituting adequate fiscal control. Shall serve as the administrative machinery of the government budgeting operations to bring about sound management and conservation of available resources and shall collaborate with the national government its campaign for the maximum utilization of the limited resources of the government.
