Atty. FRANCIS H. OLVIS was born on December 3, 1950 in Dipolog City. He is one among the ten siblings of parents Anacleto Olvis, Sr. & Iniega Hamoy Olvis He took his elementary grades in Polanco Central School in 1957–1962; his secondary education at Saint Vincent’s College and Zamboanga del Norte National High School in Dipolog City, 1962–1966. He pursued his college education at Far Eastern University in Manila taking–up PRE–MED and subsequently transferred to Cebu Institute of Technology and Southwestern University both located in Cebu City and graduated in 1970. He studied further at Andres Bonifacio College in 1971–1974 and graduated with the degree of Bachelor of Laws. He passed the First Grade Civil Service Examination in 1974; Agrarian Reform Examination in 1975; and passed the Bar Examination in 1979, all with flying colors. Atty. Francis H. Olvis is happily married to the same equally successful worker in her field, CPA– Lawyer Filomena Opendo Olvis, Asst. Provincial Prosecutor of our province. Out of their marriage, they were gifted with four (4) children namely: Franiño, Filniña, Frances and Flair. All of them made a mark in their own right. His service records in Government show that Atty. Francis H. Olvis was appointed as Commission on Audit Legal Officer in 1982–1986. Later he resigned and joined politics. He was elected Municipal Vice Mayor of Polanco in 1988– 1992 and was further given a higher mandate as Municipal Mayor of Polanco for 3 (3) Consecutive terms, 1995–2004. During his incumbency as Municipal Mayor of Polanco, Zamboanga del Norte, he was chosen as the President of the League of the Municipalities of the Philippines, Zamboanga del Norte Chapter. Finally, as a result of the May 10, 2004 elections, he was elected as Provincial Vice Governor of Zamboanga del Norte. He is also a member of the Integrated Bar of the Philippines. |
