A. FUNCTIONAL STATEMENT
1. Formulate measures for the consideration of the Sangguniang Panlalawigan and provide technical assistance and support to the governor
as the case may be, in carrying out measures to ensure the delivery of basic services and provision of adequate facilities pursuant to the Local Government Code and which requires general services expertise and technical support services.
Develop plans and strategies and upon approval thereof by the governor as the case may be, implement the same, particularly those
which have to do with general services supportive of the welfare of the inhabitants which the governor is empowered to implement and which the Sanggunian is empowered to provide under this code.
3. In addition to the foregoing duties and functions, the general services officer shall:
a. Take custody of and to be accountable for all properties, real and personal, owned by the local government unit and those granted to
it in the form of donation, separation, assistance and counterpart of the joint project.
b. Maintain and supervise janitorial, security, landscaping and other related activities in all local government public building and other real
properties, whether owned or leased by the local government unit.
Collect and disseminate information regarding prices, shipping and other costs for supplies and other items commonly used by the local
Perform archival and records management with respect to the records of offices and departments of the local government units, and
e. Performs all other functions pertaining to supply and property management heretofore performed by the local government treasurer and
enforce policies and records creation, maintenance and disposal.
To provide adequate supplies and materials to various implementors regarding the delivery of basic government, to wit:
Drugs/Medicines/Medical, Dental, Laboratory Supplies – Hospitals, RHU and other
b. Agricultural Supplies and Materials – Office of the Provincial Agriculturist and other
nfrastructure Supplies and Materials – Office of the Provincial Engineer and other concerned offices.
d. Office and Housekeeping Supplies and Materials – various provincial government offices and other
1. Be in the frontline of general services related activities, such as possible or imminent destruction or damage to records, supplies,
properties and structures and the orderly and routinary clearing of wastes or debris, particularly during and in the aftermath of man-made and natural disasters and calamities.
Recommends to Sangguniang Panlalawigan and advice the governor, as the case may be, on all matters relative to general services, and
Exercise such other powers and performs such duties and functions as prescribed by law and ordinances.
To enable to set up a PGSO table of organization that will consist of permanent personnel realigned from other department whose function in line
with supply and property management.
Construction of a PGSO warehouse (with an approximate floor area of 200
sq.m.) at PEO Compound Obay, Polanco, intended to safekeep motorpool
spare parts, supplies and materials.
