A. FUNCTIONAL STATEMENT
Acts as presiding officer of the session of the Sangguniang Panlalawigan.
Signs all warrants drawn on the provincial treasury for all SP expenditures.
Appoints all officials and employees of the Sangguniang Panlalawigan, subject to civil service law, rules and regulation.
4. Assumes the office of the governor and exercise the powers and perform the duties and functions of the governor in certain cases as
provided for by law.
Executive and legislative prerogatives.
Be the presiding officer of the Sangguniang Panlalawigan and sign all warrants drawn on the provincial treasury for all expenditures
appropriated for the operation of the Sangguniang Panlalawigan.
2. Certify passage of all legislative enactment, review all ordinances approved by the Sanggunians of component cities and municipalities
and executive orders issued by the mayors of said component units.
Appoint all officials and employees of the Sangguniang Panlalawigan, except those whose manner of appointment is specifically provided
under these rules; and
Assume the office of the governor for the unexpired term of the latter in the event of permanent vacancy as provided under the Rules.
Exercise the powers and perform the duties and functions of the governor in cases of temporary vacancy as provided under the Rules;
6. Acts on all routinary matters in the legislative office.
